The modal verb dürfen

Dürfen is mainly used to express permission.

The negative type of the verb denotes prohibition.

The subject that grants permission can be either concrete (e.g. a person) or something abstract (e.g. a law),

it cannot, however, be the subject of the modal verb dürfen.

Man darf am Steuer keinen Alkohol trinken.
= Es ist verboten, dass man am Steuer Alkohol trinkt.
= Die Straßenverkehrsordnung verbietet, dass man am Steuer Alkohol trinkt.
